The Beetham Tower is the tallest building in the UK outside of London. The lower floors are better known as the Manchester Hilton Hotel whilst the upper floors are residential private apartments.

The Hilton Hotel has a bar 'Cloud 23' open to the public on the 23rd floor.
I'd check their website and make reservations, if necessary, before setting out. You can just turn up but there can be a long wait to get in. Twilight is the best time for a fantastic view - Still light enough to see, but dark enough for the many other building's lights to come on and illuminate the beautiful Northern city of Manchester.
